New foster care funding law focuses on prevention
SAN ANTONIO, Texas —
The federal government is changing how it spends money on foster care, now focusing on keeping kids out of the system in the first place.
“There’s a great deal of concern about the foster care system,” says former Texas Department of Family Protective Services Commissioner Judge John Specia.
He consulted with federal lawmakers on the funding change.
"The trick with funding is, foster care is great on a short-term basis,” Judge Specia says. “But when children grow up in foster care, it's very expensive over a long haul and it's not good for the kids."
