Washington man arrested on drug, other charges

CHOCOWINITY, Beaufort County - The Beaufort County Sheriff's Office arrested a Washington man on drug charges and also charged him with several driving offenses after he tried to elude law enforcement.

Phillip Gray Woolard, 32, of 345 Betsy Elbow Road in Washington was arrested on June 2. He was charged with possession of heroin, possession of drug paraphernalia, driving while license revoked, reckless driving to endanger and driving while impaired.

He was placed in the Beaufort County Detention Center under a $31,000 secured bond.

Woolard's arrest came after an investigation where surveillance was conducted on a residence involved in the heroin distribution. Investigators witnessed Woolard arrive and depart from the residence driving a white Honda Accord. They said they were familiar with him from prior drug investigations and knew Woolard's license was revoked.

Law enforcement followed him to Hwy. 17 where they attempted to conduct a traffic stop. Woolard ran off twice, reaching speeds of 80 mph and weaving through traffic, passing cars and forcing others off the road. Officials said he tried to hide behind Mayo and Associates on Hwy. 17 in Chocowinity but was apprehended.

Investigators conducted a search and found heroin residue and syringes. The North Carolina Highway Patrol assisted and charged Woolard with driving while impaired.
