Supreme Court upholds ruling that NC used race too heavily to draw congressional districts

WASHINGTON (WTVD) - The Supreme Court has upheld the ruling by a three-judge district court that said North Carolina's General Assembly violated the bar on using race as the predominant factor in drawing district lines without a compelling reason when they created two congressional districts with majority-black voting-age populations.
