Man killed by police in Minn. following carjacking was Kinston resident

A carjacking suspect killed Monday, July 10 by police in Minnesota was identified as a Kinston resident. (KSTP)

NORTH BRANCH, Minn. (KSTP) - The man killed after being shot by law enforcement following an armed carjacking in North Branch Monday has been identified.

The Midwest Medical Examiner's Office said Gregory Shawn Thrower, 39 of Kinston, North Carolina, was the man killed.

Thrower's 7-year-old daughter was with him at the time, though she was found safe.

The Bureau of Criminal Apprehension, which is conducting the investigation into the incident, has identified the officers who discharged their weapons.

They are Deputy Scotty Finnegan, who has been with the Chisago County Sheriff's Office the past 15 months, Deputy Tom Hanson, who was been with the department eight years, Investigator Cliff Sheppeck, who has been with the department 13 years, Sgt. Matt Beckman, who has been with the department 19 years, Sgt. Jason Foster, who has been with the department 16 years, Sgt. Kyle Puelston, who has been with the department 11 years, and state trooper Travis Elmer, who has been with the State Patrol six years.

All have been placed on standard administrative leave.
