Neal has strong ties to North Carolina, having grown up in the Raleigh area, according to the News & Observer. His mother and other family members still reside there.
Wednesday, officials found Neal killed his wife the previous night and concealed her body under a floor in his home, Tehama County Assistant Sheriff Phil Johnston said.

ABC affiliate WTVD found Neal had a history of charges in Wake County on primarily minor charges, including speeding and reckless driving. Greenville Police spokesperson Kristen Hunter said the department had no history of ever arresting Neal and state prison records do not show Neal served any time in prison in North Carolina.
WTVD also had an interview with the sister of Neal, which you can see more of here.
